This call for expressions of interest for consulting firms is part of the technical cooperation project “Promoting a climate-friendly interconnected power system in West Africa”. The project to which the consultancy will contribute has a duration of 3 years and 2 months (from 11/2013 to 12/2016). The project is the first module of the identically named development cooperation programme "Promoting a climate-friendly interconnected power system in West Africa (ECOWAS Region)". ECOWAS (Economic Community of West African States) comprises of 15 West African countries: Benin, Burkina Faso, Cabo Verde, Côte d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.

For this purpose, the Firm of Consultants shall:

1) Support ECREEE and the GIZ advisors based at ECREEE with expertise in the process of sighting, evaluating and prioritizing RE  projects and/or promotion schemes that have been/ will be proposed to ECREEE by ECOWAS countries. This includes the specification of data additionally required for a proper assessment of the proposed RE projects and/or promotion schemes.

2) Based on the selection with ECREEE and GIZ, respond to corresponding requests for assistance from project developers and government representatives from different ECOWAS countries and provide support on technical, legal and economic aspects of selected projects incl. transaction advice.

3) Look after selected projects during critical phases of their development and report back needs for action.

4) Compile/document crucial experiences with promising projects and support ECREEE in the dissemination of key findings and lessons learnt.

Supporting the development of new projects employing different RE technologies (e.g. PV, Wind, small hydropower) in West Africa will require a high degree of flexibility – e.g. for travelling in the region on rather short notice or for a mission-specific blending of suitable short-term experts. Since processes like e.g. the prioritization of new project proposals are rather of an iterative than a sequential nature, effective coordination is required within the consultants team as well as between the consultants team, the ECREEE and the GIZ.

In response to these requirements, the Firm of Consultants is expected to provide an effectively coordinated pool of short term experts that can be flexibly combined as interdisciplinary teams and mobilized via brief deployment specific ToR.
