Within the implementation framework of the ECOWAS Renewable Energy Policy and the National Renewable Energy Action Plans (NREAP) of the Member States, the ECOWAS Center for Renewable Energies and Energy Efficiency (ECREEE) with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the International Renewable Energy Agency (IRENA) and other partners have set up a Regional Certification Body (RCB).
The RCB aims to promote professional skills and solve problems related to the poor quality of equipment’s and facilities in the renewable energy and energy efficiency sector.
This regional certification system is based on Job Task Analysis (JTA) which have been developed by the 15 ECOWAS member states with the contribution of regional actors. ECREEE, as a Regional Certification Body relies on selected centers for the organization of national certification exams. Two categories of centers will be selected as RCB partners.
- The Training centers to prepare candidates (more specifically forinexperienced candidates), prepare them for the exam
- The exam centers where candidates will pass the exam
The currently level of certification covers off-grid solar PV system technicians. ECREEE will expand certification levels gradually to other areas of RE and EE and aligning system structures and certification process to the requirements of ISO / IEC 17024: 2012 to enable professionals to gain international recognition.
After the first step of implementation of the level 1 certification, the RCB plans to operationalize the level 2 certification which covers the design, installation, inspection of PV / Diesel photovoltaic mini-grids).
ECREEE therefore wishes to select training and examination centers for the implementation of level 2 of certification in ECOWAS countries.
Training centers or Examination centers for level 2 certification program should meet the following criteas:
- be a public, private or community higher level educational institution in ECOWAS region;
- have qualified and specialized teachers in renewable energies of at least Master level to provide training or to participate in examinations jury;
- have a laboratory equipped with a mini hybrid photovoltaic solar power plant ;
- have a suitable room for the theoretical exams;
- have trainings experiences on PV mini-grids.
At the end of the selection process, a Memorandum Of Understanding will be signed between ECREEE and the identified centers for a renewable period of five years.
Institutions wishing to apply for the examination or training centers of the regional level 2 certification are invited to complete the attached application and send them to the following address before August 30, 2021 :
