Technical Assistance for refining 19 renewable energy project proposals

The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) has received from the World Bank, a financing for the preparation of a proposed Regional Off-Grid Electrification Project, in West Africa and in some Sahel Countries. ECREEE therefore, intends to use consulting services, for part of the proceeds.

The overall objective of this consultancy assignment is for the consultant to assist the selected entrepreneurs in refining their project documents related with standalone solar systems and to facilitate their interaction with the commercial banks and/or any other financial institutions for funding.

The consultancy firm is sought to deliver up to 19 project proposals by assisting the entrepreneurs in improving the project purpose, the assessment of the market potential, the time line and implementation plan, the business model and all other key aspects of a project proposal.

Once the above has been completed, the firm will facilitate the interaction with the commercial banks and/or any other financial institutions for funding. Finally, the firm shall develop a procedure for an annual business plan competitions in order to ensure that the most qualified entrepreneurs benefit from the support. 

The above described services will be carried out, over a 4 month period and the deliverables are up to 19 bankable project proposal ready for financing. The project proposal may be in French or English or Portuguese.

ECREEE now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information that, they have the required qualifications, competence and relevant experience to perform the services (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and are encouraged to associate with qualified local firms.

Consulting Firms will be shortlisted based on the following criteria:

  1. Experience in developing Renewable Energy (In particular off-grid solar energy) Project proposals ;
  2. Knowledge of the renewable energy (in particular off-grid solar energy) market in West Africa and Sahel;
  3. Similar assignments undertaken;
  4. Competence in interaction and communication in French, English and/or Portuguese;

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for Investment Project Financing Borrowers of July 2017 for Goods, Works, Non-Consulting and Consulting Services setting forth the World Bank’s policy on conflict of interest.

Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Consultant Guidelines.
