Post Title: Technical Advisor (TA) - ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE)

Duration: 12 months (with possibility of extension)
Duty station: Praia, Cape Verde; and travel as required.
Key Duties:
The main role of the TA is to advise and assist the Executive Director of ECREEE on all technical and strategic issues of the Centre, and will be responsible for liaising activities of ECREEE and AECID and Spanish actors related to Renewable Energy. The main duties of the TA include, in this respect:
- Advise and assist the Executive Director on strategic, operational and technical issues of ECREEE;
- Assist in the elaboration and development of ECREEE’s Annual Operational Plans (AOP) and in the implementation and monitoring of the ECREEE Strategy;
- Support AECID and ECREEE in identifying areas of collaboration.
- Formulate potential projects to be supported by the Spanish Cooperation, on issues related to renewable energies and energy efficiency, especially in aspects that involve productive use of renewable energies both in the agricultural sector and in other sectors, creating jobs opportunities for youth and women, and in general, improvement of livelihoods for the most vulnerable population.
- Follow up on the projects and actions implemented by the ECREEE that have the financial support of the AECID.
- Analyze and identify possible technical support / technical cooperation from Spain to Member States and ECOWAS in the field of renewable energy and energy efficiency. Promote synergies and complementarities between the ECREEE and other programs financed by AECID, either with ECOWAS or in the region.
Qualifications and experience
The Technical Advisor shall have:
- at least a Master degree in engineering, economics or similar areas with a strong focus on sustainable energy and at least 5 years post qualification experience in sustainable energy;
- Specific experience in renewable energy and energy efficiency projects in developing as well as industrialized countries. Work experience in sustainable energy in West Africa would be an advantage;
- Proficient communication in oral and written Spanish (proficient level is an essential requirement) and English. Knowledge of French and/or Portuguese would be an advantage;
- Proven experience in working in development cooperation projects and programs. Work experience with Spanish cooperation would be an advantage.
- Previous experience/relation with Spanish renewal energy actors would be an advantage.
Other required skills and competencies include:
- Strong planning, organization and time management skills and ability to manage multiple tasks;
- Capacity to be a member of a multi-disciplinary team, to provide advice and recommend actions;
- Proficiency in preparing and presenting professional reports and analytical papers;
- Very good interpersonal and communication skills, ability to manage relations with development partners, to work under pressure and handle politically and culturally sensitive issues.
